On November 16, the National Development and Reform Commission, the National Bureau of Statistics, and the National Energy Administration issued a notice on further improving the work related to not including new renewable energy consumption into the total energy consumption control.

The notice clearly defines the scope of new renewable energy power consumption, and the renewable energy that is not included in the total energy consumption mainly includes wind power, solar power, hydropower, biomass power generation, geothermal power generation and other renewable energy at this stage.

Taking the 2020 renewable energy power consumption of each region as the base, the annual increase in renewable energy power consumption during the "14th Five-Year Plan" period compared with the previous year shall be deducted from the national and local energy consumption assessments.

The notice pointed out that the scope of green certificate issuance covers all renewable energy power generation projects, and a unified national green certificate system will be established. The corresponding green certificates will be issued for the power generation.

Green certificates can be transferred in principle, and the transfer of green certificates shall be implemented in accordance with relevant regulations. Actively promote the construction of the green certificate trading market, and promote the participation of renewable energy in green certificate transactions.

In order to implement the decision-making and deployment of the Party Central Committee and the State Council and the spirit of the Central Economic Work Conference, implement the relevant requirements of the "14th Five-Year Plan" Comprehensive Work Plan for Energy Conservation and Emission Reduction, and orderly promote the addition of renewable energy power consumption not included in the total energy consumption The relevant matters are hereby notified as follows.

1. Accurately define the scope of new renewable energy power consumption

(1) Renewable energy that is not included in the total energy consumption mainly includes wind power, solar power, hydropower, biomass power, geothermal power and other renewable energy at this stage.

(2) Taking the 2020 renewable energy power consumption of each region as the base, the annual increase in renewable energy power consumption during the "14th Five-Year Plan" period compared with the previous year shall be deducted when assessing the total energy consumption at the national and local levels .

2. Taking the green certificate as the basic certificate for the identification of renewable energy power consumption

(1) The renewable energy green power certificate (hereinafter referred to as the "green certificate") is a certificate for renewable energy power consumption. The renewable energy consumption in each provincial administrative region is based on the current year's green certificates held by various types of power users in the province as the basis for relevant accounting work. The enterprise's renewable energy consumption is based on the current year's green certificate held by the enterprise as the basis for relevant accounting work.

(2) The scope of green certificate issuance covers all renewable energy power generation projects, and a unified national green certificate system will be established. The National Renewable Energy Information Management Center will provide renewable energy power generation enterprises with the basic data provided by the power grid according to the project requirements The corresponding green certificates will be issued for the power generation.

3. Improve the statistical accounting system for renewable energy consumption data

(1) Consolidate the statistical basis for renewable energy consumption. Power grid enterprises and relevant industry associations should strengthen the statistical accounting of renewable energy intra-provincial and inter-provincial transactions, consumption and settlement data, strengthen the collection, analysis, and verification of relevant data, and ensure the authenticity and accuracy of renewable energy consumption data.

(2) Carry out data accounting at the national and local levels. The National Energy Administration calculates the national and regional renewable energy power consumption based on data from the National Renewable Energy Information Management Center and power trading institutions. The National Bureau of Statistics, together with the National Energy Administration, is responsible for verifying the data on new renewable energy power consumption across the country and in various regions.

4. Scientific implementation of energy-saving target responsibility evaluation and assessment

(1) Make overall plans and do a good job in the dual control assessment of energy consumption in various places. In the "14th Five-Year Plan" provincial people's government's energy-saving target responsibility evaluation and assessment, the newly added renewable energy power consumption will be deducted from the total energy consumption of each region, but it will still be included in the energy consumption intensity assessment.

(2) Effectively link up local energy conservation goals and tasks. All provinces (autonomous regions, municipalities) in charge of energy conservation shall scientifically determine the energy conservation goals and tasks of the region’s “14th Five-Year Plan” according to the energy-saving goals and tasks determined by the country during the “14th Five-Year Plan” and comprehensively consider factors such as deduction of newly added renewable energy. Organization and implementation.

5. Do a good job in organizing and implementing

(1) Standardize data submission and accounting. At the end of January each year, the National Energy Administration provides the National Bureau of Statistics with the preliminary data of renewable energy power consumption at the national and regional levels, and the final data is provided before the end of April. Before the end of June, the National Bureau of Statistics, together with the National Energy Administration, will finally approve the data on the newly added renewable energy power consumption in each region in the previous year.

(2) Effectively strengthen the management of green certificates. The National Development and Reform Commission and the National Energy Administration have established and improved the institutional system for the management of green certificate transactions, and strengthened the tracking and guidance of green certificate transactions in various regions. Relevant local departments should strengthen the supervision and management of green certificate transactions in the region, and severely deal with enterprises that carry out false transactions, forge and tamper with data in accordance with laws and regulations.

(3) Establish a sound support system. Make full use of the existing working mechanism and accounting system, and improve the renewable energy power identification and statistical support system. Establish a reconsideration system for renewable energy consumption that complies with regulations. All regions, departments, and units must strictly abide by the renewable energy consumption accounting system, and resolutely prevent data falsification.
